Spain's government has unveiled a housing decree that combines a tax cut on building, longer rental contracts and a new lending role for the State, according to El Mundo.
The decree reduces VAT on the construction of public and protected housing to 4%, the newspaper reported.
'Tu Casa': the State as lender
Under the package, a new instrument called Tu Casa would turn the State itself into a lender for families living in rental housing, financing their purchase of a home.
The measures announced by Moncloa also include an extension of rental contracts, El Mundo said.
