ABC reported that documentation sent by Spain's Court of Audit (Tribunal de Cuentas) to National Court judge Ismael Moreno points to significant shortcomings in the transparency duties of several foundations linked to the PSOE. Of the eleven such entities identified, three did not submit their full 2023 accounts or their economic report, and six did not have the required external audit report.
According to ABC, the findings are not proof of illegal financing, but the paper argues they are not a minor matter either, since the courts are examining whether these entities may have served to channel funds of unknown origin.
ABC also highlights the structure of the system: while direct funding of parties is subject to strict limits, foundations tied to them fall under a separate regime. In the paper's view, that legal distinction should not become a loophole that lowers the transparency required for money moving within the perimeter of a political organisation.
