From July 1, 2028, tariffs will increase by 8.6% on average, and from July 1, 2029 - by 7.6%.

Thus, the Ministry of Economic Development increased the expected average increase in housing and communal services tariffs. Previously, the department predicted that in 2027 they would grow by 8.7%, in 2028 by 7.1%, and in 2029 by 6.1%, Faridaily noted.

The ministry explains the changes by rising inflation and an increase in the forecast for indexation of tariffs in the gas supply and electricity sectors.

The indexation of housing and communal services tariffs has not changed since October 1, 2026 and will average 9.9%.

Immediately after the State Duma elections, which ended on September 20, the Russian authorities announced plans to increase taxes. Thus, the Ministry of Finance proposed to tax passive income - for example, interest on deposits and dividends - at rates of 13-22% instead of the current 13-15%; introduce a value added tax (VAT) for purchases in foreign online stores - and immediately at a maximum rate of 22%, although it was previously discussed that it would increase gradually; introduce a fee of 100 rubles for parcels from abroad worth up to 200 euros, for which there is currently no need to pay customs duties.
